Contracted by Easterseals MORC, The Arc of Oakland County serves as the Financial Management Service (FMS) provider for individuals who have chosen to enroll in Self-Direction. The Arc of Oakland County serves approximately 1,200 consumers.

The Arc processes invoices and timesheets on behalf of each consumer, help them monitor their individual budget, current PCP guidelines, and Medicaid law. The Arc staff works with the consumer, his/her family, and their MORC, Inc. supports coordinator to help them flex their budgeted dollars to further meet their needs while staying within the guidelines of the current PCP and Medicaid.

The Arc acts as “Payroll Agent” for approximately 1,200 individuals who choose the Self Determined lifestyle. We process payroll, including paying all state and federal taxes, help the consumer to comply with all current tax laws, and maintain copies of all Medicaid required staff training certifications. Individuals are sent a monthly budget/actual statement for their review and records.

EVV Information – The Who, What, Why & How!

 

WHAT?

EVV is an electronic validation of the date, time, location, type of care, and the individual(s) providing and receiving services.

The Arc of Oakland County will be using our billing system, Direct Care Innovations (DCI) for Electronic Visit Verification (EVV).

 

WHY?

In compliance with the Cures Act that became law in 2016, Michigan Department of Health & Human Services (MDHHS) is requiring the use of Electronic Visit Verification (EVV) by September 2024.

EVV will be used to record personal care services and will:

  • Bring MDHHS into compliance with federal regulations.
  • Ensure beneficiaries are receiving services as planned and authorized.
  • Improve the accountability of caregiver services.
  • Ensure the accuracy of payment for services provided.

 

WHO?

The Michigan Department of Health and Human Services (MDHHS) has identified the following programs that will be affected by EVV:

  • Home Health
    • Fee-for-Service (FFS)
    • Comprehensive Health Care Program (CHCP) – Medicaid Health Plans
  • Home Help
  • Behavioral Health – This includes CLS (H2015) and Respite (T1005) services
  • MI Choice Waiver
  • MI Health Link
  • Community Transition Services (CTS)

 

As your Financial Management Services, The Arc of Oakland County is enrolled in the Community Health Automated Medicaid Processing System (CHAMPS).

We also have Electronic Visit Verification (EVV) capabilities with our new billing system, Direct Care Innovations (DCI), which will aggregate with the state’s system, called the HHAeXchange.

 

WHEN?

All services provided must be EVV compliant no later than September 3, 2024.

HOW?

Direct Support Professionals (staff/employees) will use the DCI Mobile App from a phone or tablet to clock in/out for their shift.

The DCI Website/Portal can ALSO be used to record historical punches or make corrections to punches made on the DCI Mobile App.

(Future Note: Any punches created or corrected on the DCI Website/Portal are NOT EVV Compliant. It will be very important to use the DCI Mobile App whenever possible!)

 

Employers/Guardians/Clients may log into the DCI Website/Portal from a phone, tablet, or computer to see shift punches and manage staff.
